The Uganda People’s Defense Forces (UPDF) which has for long faced criticism over the poor management of the Operation Wealth Creation (OWC) program has blamed its failures on the poor land tenure system in the country.
Lt-General Charles Angina the deputy Coordinator of Operation Wealth Creation – OWC said the people working on very small fragmented pieces of land can not to sell. “It takes time to change the mindset of the 68 percent of the population which has put us in the far front of ensuring they are more productive,” Angina said while speaking to journalists today at Media center.
He was giving an update on the progress of the implementation of the program for the last one year ever since the NRM government was voted back into power. However, Dr Samuel Mugasa the Naads executive director blamed the farmers for using fake pesticides which cause their crops to fail and hence cause losses to the government and the whole program at large.
UPDF has come under criticism on several occasions for supplying low quality seeds to farmers across the country with different stakeholders recommending that the program be withdrawn from them.
